September 24, 2023

COMHAIRLE CONTAE ÁTHA CLIATH THEAS
SOUTH DUBLIN COUNTY COUNCIL

  • MEETING OF LUCAN AREA COMMITTEE
  • Tuesday, April 24, 2018
  • MOTION NO. 12
  • MOTION: Councillor L. O’Toole
  • “That this Area Committee requests the Chief Executive provide and updated reported on the plans for Pavilion Construction Programme 2015 – 2017 which were to be introduced into the Griffeen Park, and to make further comment on considering similar pavilions for use by local groups or organisations in the area.”
  • REPORT:
  • The current pavilion construction programme aims to provide for the provision of further pavilion facilities in public parks; commencing with provision at Dodder Valley-Old Bawn Park, Griffeen Park and Corkagh Park. The Pavillion Programme Report presented to the council included the following: “One of the positive outcomes of the construction of the TASC pavilion was the community area and which serves both the sports clubs but also the wider community.  Such a facility will also be considered in the proposed programme where the facility will be located in proximity to a residential area.”
  • A tender process was carried for the Pavilion programme in 2016, it did not achieve results in either value for money, design innovation or the creation of a list of suitable contractors.
  • It was agreed to re-tender the Pavilion programme in 2017 using the more successful tender model of design-build allied to more traditional construction successfully employed on the now completed Ballyowen equine centre. The tender was based on evaluation criteria balancing Quality and Price. The preferred bidder’s tender following evaluation was over €450,000 more than the budget capital cost allocation already agreed; taking into account the allocated sports grant. A revised and reduced design was prepared by Architects Department and costed by the preferred bidder but the cost proposed was still €300,000 in excess of the budget amount and was considered good value for money. The tender strategy is now under review and this project will be re-tendered shortly.
  • The following is the order of construction of pavilions-county wide:
  • 1st – Dodder Valley Old Bawn
  • 2nd – Griffeen Valley Park
  • 3rd – Corkagh Park ORR
  • 4th – Tymon Park South
  • 5th – Dodder Valley Mt Carmel
  • 6th – Griffeen Valley – Arthur Griffith Park
  • 7th – Collinstown Park
