Adamstown Crossings and wider area car parking Motion 26/5/2026

May 26, 2026

MOTION: Councillor L. O’Toole

That this Council requests the Chief Executive to engage with the owners/operators of the multi-
storey car park at The Crossings, Adamstown regarding the recent introduction of parking charges and associated minimum spend validation arrangements and to examine the wider planning and accessibility implications this may have for residents, visitors, local businesses and
public transport users within the growing Adamstown area.

And further, to clarify whether the
current parking arrangements align with the overall vision and planning objectives envisaged by
South Dublin County Council for the Adamstown Strategic Development Zone, particularly
having regard to the limited on-street parking provision within the wider area, the role of The
Crossings as a key town centre and transport hub and the need to maintain accessible local
services and amenities for all members of the community.

MOTION NO.6

REPORT:
Thank you for your motion regarding car parking charges at The Crossings, Adamstown.
As detailed at the Cllr SDZ briefing the Council is engaging with the developer in relation to this
and will arrange a meeting to discuss the matter further in due course.
The developer has advised that the multi-storey car park, which opened in 2023 operated at that
time as a paid parking facility and around December 2024 until recently, a temporary
arrangement providing 90 minutes free parking was introduced to support retail units
establishing themselves. The developer has indicated that this arrangement was not intended to
be permanent having regard to the significant private capital investment associated with the
delivery of such infrastructure.
Parking standards for the SDZ are set out in Section 2.4(vii) of the Adamstown Planning
Scheme (as amended). Parking provision within Adamstown is considered to align with the
vision, requirements and objectives of the Scheme, with parking provision assessed as part of
each individual planning application.
Should there be any further developments following engagement with the developer an update
will be provided as part of the SDZ briefings provided.
